Shared leads usually cost less per record because the same inquiry can be sold to multiple agents. Exclusive leads generally cost more because the provider sells the inquiry to one purchasing agent.
The meaningful comparison includes competition, speed requirements, contact experience and cost per completed enrollment rather than advertised cost per lead alone.
Shared leads require an operation built for competition
When several agents receive the same inquiry, the consumer may receive multiple calls in a short period. Fast response, high calling capacity and persistent follow-up become especially important.
Shared leads can fit teams designed for that environment, but a lower price does not automatically create lower acquisition cost once competition and labor are included.
Exclusive leads create a cleaner test
Exclusive delivery removes vendor-created competition from other purchasers of the same record. That gives the agent a clearer view of their own speed, messaging, follow-up and sales process.
It does not guarantee contact or prevent the consumer from shopping independently. Exclusivity is a distribution term, not a promise of an enrollment.
Choose based on operating model
Compare the total budget, available staff, response time, contact cadence and tolerance for competition. Ask every vendor to define shared, exclusive, aged and recycled inventory in writing.
During AEP, the best lead model is the one the operation can work consistently while maintaining compliant consumer communication and reliable appointment capacity.
